Treating customers fairly?

Insurance company service standards seem to have slipped this year. It is taking a long time to get through to most companies on the phone, and with one in particular (stand up Scottish Widows) the whole place appears to have been on an extended fire drill for a few weeks with phones endlessly ringing out. This is why we prefer to use insurers who offer us online valuations for our clients.
Insurers are meant to uphold certain standards of service and 'treat customers fairly'. Unfortunately this does not seem to be policed and certain companies (often those who are not open to new business) have archaic procedures which invariably delay our clients doing what they want to do. At least we know what we are talking about when we ring them up to query why they are asking for yet another form to be signed. I don't know how a layman would cope, and I fear that many would just give up.
This is another part of the service that we offer to our clients, and believe me it can be very time consuming and irritating.
